clarification: Giffords' bill to increase H-1B

There is some confusion being caused by the Grant Gross article that was used
in the last newsletter.

His article, titled "Bill Would Double Cap on H-1B Visas" was published on
Computerworld on October 20, 2008. The article was about the H-1B increase
bill that Rep. Gabrielle Giffords (D-AZ) introduced to the 110th Congress in
2008 called the "Innovation Employment Act" (HR 5630).

Recently several other internet sites picked up Gross' article but they dated
it October 2009. This created confusion because people didn't know if Gross
was talking about a new bill or if the article was about the old bill. Today
some of the websites are changing the date.

In order to clear up the confusion and to make sure that the bill is for real,
I contacted both Gross and the Giffords office. Here are two things that I
confirmed:

1. The Gross article was about HR 5630 in the 110th Congress. The article is
still relevant because the bill won't change much.

2. Giffords new bill to the 111th Congress will go by the same name but
different number. It is now working its way through the Judiciary committee.
They wouldn't discuss specifics but did tell me that the bill will be very
similar to HR 5630.

Something important to consider -- It's much easier to kill a bill before it
is formally submitted.
